琼州大学赵克文2004年创办的“国际计算与应用数学杂志”成为迄今为止海南省唯一被美国《数学评论》收录的杂志! 这评论-简称MR独享一办公楼！
琼州大学的这杂志得到美国数学会正副主席以及俄英法德日澳加意等科技强国的院士来信接受和表达高兴担任这杂志编委等(如Garabedian院士的
简历中见这杂志和美国院士称号列在一起), 这杂志被世界最权威评论杂志-美国《数学评论》收录, 如琼州大学这杂志发表的我国第一篇论文是西工大
钮鹏程教授的并被美国《数学评论》收录(这杂志也入选美国数学会网-我国入选它的几个数学杂志之一). 钮教授是重点建设的全国15所重点大学之
一的西北工业大学的唯一现任中国数学会理事的博士导师, 这杂志的这期也有美国加州及西部最古老-世界知名的南加州大学2个大师Udwadia教授和
Proskurowski教授等合作的论文也被《数学评论》收录-并得到高度评价, 在Udwadia教授和Proskurowski教授的主页都有这篇论文全文. 当然,我从没有
联系这每年招7百名上海学生的南加州大学大师投稿,也没有联系过钮教授投稿,可见这杂志是自已走向世界的. 不过我知道首位诺贝尔奖得主的学生-
美国资深院士主持的100亿元项目后我是邀请并得到他的重要论文投给杂志).至此,海南也总算结束了没有美国《数学评论》源期刊的历史( 如1958年
已创办的海南历史最悠久大学的海南师范大学学报也仍仅正在争取成为美国《数学评论》源期刊（海南师范大学几十年来一直是海南省数学会挂靠
单位是海南数学界唯一中心和海南省数学重点学科全都只归属海南师范大学数学学院…
如《科学》1998年03期的最后一篇文章“跟踪·扫描”中的一个报道内容是“15人获美国家科学院奖励”中第1个做天文学对第2个获奖人报道说Paul Garabedian因“对未来受控热核反应的的聚变”的贡献而获奖--而Paul Garabedian院士把“ITER计划”论文发表在海南琼州大学主编的上面杂志。要知搜索可见“国际热核聚变实验堆（ITER）计划”是全球规模最大、影响最深远的国际科研合作项目。
除了大陆，台湾的以我们学科-组合学的论文在1982年获得美国排名世界第14的这大学博士学位、现在是台湾第2的政治大学教授的Chen,Young-Ming刚发表
在琼州大学这杂志的论文也被《数学评论》收录（Chen教授的导师Remmel的导师Anil Nerode是给我来信说愿意当这杂志编委的美国数学会副主席；台湾政治大学数学系也招博士生有兴趣可联系）
如此以前没有电脑的时代它是受重视的-如这里说全国政协常委、海南省人大副主任、海南省科协主席康耀红知道我是海南第一个评论员后曾邀请我到海大做报告，不过现在多人有电脑了就可做更赚钱的事-已不是很受重视了

赵克文2005年创办这杂志还得从“计算机诺贝尔奖”得主
现在，琼州大学的这杂志不仅被世界数学界最权威的《数学评论》收录，美国数学会(AMS).网对世界公布的重视的杂志中也有这杂志；英国最大的大学-伦敦大学的网上公报的仅三个杂志中竟有这杂志（另两个杂志的主编是国际密码学研究协会主席、该伦敦大学学院Desmedt教授主编的《IEE信息安全杂志》等（我这杂志既没有伦敦大学的人任编委，我们和伦敦大学的其它方面也没有任何一点关系。那伦敦大学的官方网上收录就只有单纯是看重这3个计算机、信息科学方面的杂志的潜力）
不仅数学杂志重视被《数学评论》收录，大学学报如《北京大学学报》、相近学科如《计算机学报》《控制理论与应用》、综合杂志《中国科学》《自然科学进展》等都要在介绍中说被美国《数学评论》收录（源期刊））。象2008年获得海南省论文三等奖的《国际算法计算和数学杂志》不仅还不被美国《数学评论》收录而且杂志网站都找不到
只有在海大网才见杂志名而这里第一个网站就是我另一个最新的杂志《国际信息科学与计算机数学杂志》网站，可见我上面杂志前几年也还具有意义。如这里倒数第2段说1965年已分配到华罗庚院士的研究室、一直跟着华罗庚在北京、安徽、内蒙古的国家级突出贡献专家“李德茂的10篇论文在世界公认的数学权威杂志美国《数学评论》评述”

关于世界数学界最权威的评论-《数学评论》，我发表4篇第一作者论文的吉林大学学报（当时是数学核心期刊）及北京大学学报、
清华大学学报、复旦大学学报、中科大学报、南京大学学报、武汉大学学报、浙江大学学报等大学学报；数学类杂志如数学年刊、数学学报、
应用数学学报、计算数学、工程数学学报等权威数学期刊；以及我国最权威的中国科学等都重视被《数学评论》收录）。
关于本杂志，一些国家的院士、国家数学会主席、副主席等都主动给本杂志投稿，美国数学会副主席、俄罗斯数学会副主席等数学大国的
准掌门人，以及美、俄、英、法、德等国的一些院士等已任我们的《计算与应用数学国际杂志》编委
（清华大学、北京大学等都购买MR的使用权；也有许多研讨美国《数学评论》的文章）关于我们海南省的情况如海南大学曹献英的在我们这国际杂志之后的2006年创办的杂志的论文竟也获2005-2006年海南省自然科学论文二等奖！海南医学院杨堃获得二等奖的论文也是2006年创刊的，几年前才创办的 “海南热带医学”和海南大学学报等的大量论文也都获2005-2006年海南省自然科学论文二、三等奖，我们琼州大学计算机系主
